Caesarea. Caesarea is one of Israel's most impressive and romantic settings. The city and harbor comprise a monumental undertaking of the prodigious builder Herod the Great, King of Judea from 37 to 4 B.C.E. Only about one-tenth of the city has been excavated. From the amphitheater to the archways of its aqueduct, much remains intact. Two towers topped by six colossal statues, which once marked the entrance to the city, have remained underwater for 2,000 years. Snorkelers and deep-sea divers now have the opportunity to tour the sunken Roman port.
