Cabinet War Rooms. In 1940, as the bombs rained down on London, Winston Churchill, his Cabinet, his Chiefs of Staff and his Intelligence chiefs were meeting below ground in a fortified basement in Whitehall known as The Cabinet War Rooms. Prepared in haste, just before the Second World War broke out, they offered a shelter for the Prime Minister, his War Cabinet and his staff, including his Intelligence organisation, to work, sleep and live for as long as necessary.
